Shares are over TAGGED domains only (~86% of natblock domains carry a tag); an untagged domain is excluded from shares, never assumed safe. HONEST CAVEATS: (1) anomaly-based censors are UNDER-counted - OONI marks China's GFW interference as 'anomaly', not 'confirmed', so CN's natblock set is small and not representative of its true scope; high-confirmed DNS-poison regimes (IR/RU) are fully represented.
