The full raw 'categories' array is the ground truth; categories outside the three buckets (LGBT, REL, CULTR, social platforms, etc.) are intentionally NOT forced into a moral bucket. Shares are over TAGGED domains only (~86% of natblock domains carry a tag); an untagged domain is excluded from shares, never assumed safe. HONEST CAVEATS: (1) anomaly-based censors are UNDER-counted - OONI marks China's GFW interference as 'anomaly', not 'confirmed', so CN's natblock set is small and not representative of its true scope; high-confirmed DNS-poison regimes (IR/RU) are fully represented. (2) The confirmed-block layer is refreshed periodically - see /v1/measurement/freshness for recency.
